其他說明:1977年底，許信良、施明德等人在「研究黨外未來走向」時，咸認黨外不僅要組織化，更要掌握宣傳工具，因而決定出版一本兼具組織、運動、宣傳功能的刊物，藉由群眾路線壯大聲勢，建立一個「沒有黨名的政黨」。1979年4月，由姚嘉文之妻周清玉命名的「美麗島」雜誌正式向台北市府新聞處申請出版執照，由黃信介擔任發行人，社長許信良，黃天福、呂秀蓮為副社長，總經理和總編輯分由施明德與張俊宏掛名，實際編務則由筆名「杭之」的陳忠信負責，邀集各地黨外精英如康寧祥、黃順興、楊逵等61人擔任社務委員。創刊號發刊詞〈共同來推動新生代政治運動！〉作者名義上為黃信介，實際執筆者是陳忠信，文中以「我們受人民大眾高昂的參政意願和熱情的鼓舞，堅信民主是這個時代的潮流，擋也擋不住！所以毅然創辦『美麗島』雜誌來推動新生代政治運動！」表明其宗旨。

Description:At the end of 1977 when Xu Xinliang, Shi Mingde and others were “studying the future direction for the non-party movement,” all agreed that not only should the non-party movement be organized but that it should get a firm grasp on mechanisms for public relations and so they decided to put out a publication that would function as an organizational focus, a movement focus, and a PR focus. Pulling on the strength of a mass movement, they created a “party without a party name.” In April 1979 Formosa Magazine, so named by Yao Jiawen’s wife Zhou Qingyu, formally requested a publication license from the Taipei City Government Department of Information. Huang Xinjie was publisher, Xu Xinliang was chairman, Huang Tianfu and Lü Xiulian was vice chairman, titular general manager and editor-in-chief were spit between Shi Mingde and Zhang Junhong, while the actual editorial duties were done by Chen Zhongxin (penname, Hangzhi). Some 61 non-party elites from around the country, like Kang Ningxiang, Huang Shunxing, and Yang Kui, were invited to become social affairs members.
The magazine’s inaugural statement “Together Come and Join Us in Pushing Forward a New-age Political Movement！The writer ostensibly was Huang Xinjie but actually was Chen Zhongxin. The guiding principle as stated in the statement was: “We are inspired by the broad public’s high desire and enthusiasm for government participation and firmly believe that democracy is the wave of the age we live in and cannot be stopped! So we have resolutely stepped forward to create Formosa Magazine to push forward a new-age political movement!”
