Introduction:When President Lee Tung-Hui served as the eighth president of the Republic of China in 1990, he appointed Hao Pei-Tsun as the Prime Minister, and abolished the Temporary Provisions Effective During the Period of National Mobilization for Suppression of the Communist Rebellion that had been in effect for 43 years in 1991. On May 9, 1991, the Ministry of Justice Investigation Bureau entered National Tsing Hua University and arrested graduate student Liao Wei-Cheng under the charge of “joining Taiwan Independence Association,” and detained cultural and history workers Chen Jen-Ran, Wang Hsiu-Hui and others. The defendants violated the Article 100 of the Criminal Code and may be sentenced to death, which triggered social uproar. On May 20, 1991, intellectuals launched the Anti-Political Prosecution Demonstration, and demanded the repealing of Criminal Code Article 100 and the removal of thought police.
