Introduction:Shih Wan-Li's The Development of Kaohsiung City’s Governance series comprises a collection of photographs documenting the urbanization process and urban planning of Kaohsiung from the 1940s to the 1970s, after the Kuomintang government arrived in Taiwan following World War II. The series captures the transformation from the aftermath of the war, including destroyed buildings, rubble-filled land, impoverished farmland, and flooded roads, to the construction of bridges, roads, water and power supply systems, and railway projects during the government's implementation of urban construction. It also covers the construction of infrastructure, such as schools, libraries, and hospitals, spanning 30 years. The series provides a valuable historical record of Kaohsiung's urban development and planning.

The Development of Kaohsiung City’s Governance series-89 captures the Kaohsiung city health department dispatching a septic truck to clean out a cesspool on June 1, 1954. The photo showcases the diverse cultural influences in Kaohsiung, with people dressed in various styles, including wooden clogs and straw hats, Kung Fu shoes and bamboo hats, and dress shirts and suit pants.(Text by Lu Hsiao-Yu)
