Huang Baiqi, Chairman of Committee of Dachen Chapter, Chinese Women's Anti-Aggression League, presented the silver shield to Madame Chiang, on July 12, 1952.

The plate is in a glass display case with a black hollowed-out wood carving base lined with cherry-red velvet. A silver shield engraved with Three Immortals, i.e., the gods of good fortune, prosperity, and longevity; and a golden Chinese character shou (longevity), mounts on the plate, which is flanked by cherry-red and orange ribbons. At the top right of the glass display case, there are red paint inscriptions "Whishing You a Very Happy Birthday" and at the lower left, "Respectfully, Huang Baiqi, Chairman of Committee of Dachen Chapter, Chinese Women's Anti-Aggression League."

The Dachen Archipelago was part of Wenling County, Zhejiang and includes, to the north, the Yijiangshan Islands, Upper Dachen, Lower Dachen, among other islets, about 250 nautical miles from Taiwan. Dachen was still under the administration of the Republic of China, in the earlier stage of the governments' relocation to Taiwan, and the governments had even issued New Taiwan Dollars in Dachen with the name of Dachen printed on the notes, on January 1, 1953. On September 3, 1954, the communist started to bombard Kinmen with heavy artillery (93 Artillery Bombardment) and pressed on toward the Yijiangshan Islands, Upper Dachen and Lower Dachen islets.

On January 18, 1955, the communist marched on the Yijiangshan Islands, President Eisenhower dispatched and amassed the US seventh fleet to the Taiwan Strait and the seas off east Zhejiang. Mao Zedong decided to wait and see, and ordered to slow down the attack. The United States strongly recommended Taiwan to give up Dachen, and they ensured and assumed responsibility for safe retreat. From February 7 to 11, 1955, under the protection and help of the U.S. seventh fleet, 18,000 civilians, known as "Dachen Righteous Compatriots," and 25,000 servicemen of the Republic of China were evacuated to Taiwan. At that time, Madame Chiang had paid more attention than usual to caring multiple aspects of their life. The governments set up "Dachen Righteous Compatriots Affairs Council" to accommodate them and settled them down in 36 settlements in counties and cities, including Pingtung, Yilan, Hualien, Taitung, Kaohsiung. etc.

Huang Baiqi, a female guerrilla during Sino-Japanese War, had gained a reputation of holding two guns and killed dozens of enemies; therefore, was known as "Huang Bamei, the Gunfighter." The Japanese failed to capture her with several round-ups. Huang Baiqi landed in Dachen Island and organized women to engage in preschool education, had served as Director of Zhejiang Chapter, Chinese Women's Anti-Aggression League, and set up the league's office in Dachen Island. After Dachen Retreat, Huang Baiqi initially did not follow others to Taiwan, but led a group of guerrillas to carry out guerrilla warfare against the Communist in the coastal islands. Nevertheless, she finally arrived Taiwan and continued to assist people from Dachen in going to school and getting a job. She won many Dachen people's undying gratitude, even after she died at the age of 77.
