The founding of Wenhsun can be traced to the Third National Conference on Literature held in 1981: many literary figures at the conference recommended that a government agency establish a literature information center. In response, conference convener Zhou Yinglong, director of the KMT Culture and Communications Committee (CCC), founded the Literature Information Research and Service Center the following year and made preparations for Wenhsun to publish a magazine by July 1983.
Wenhsun's mission was to serve the literary world and the general public at large; besides collecting, organizing and researching historic information on literature, the organization also aimed to establish a platform for domestic literary criticism, providing literary and publishing information systematically and comprehensively, and reporting on the works and activities of writers.
The cover of the first edition features senior writers Su Xuelin and Wang Shilang, both interviewees for the special column Exclusive Interviews. The theme of the publication's most important segment, Notes on Special Topics, is "how to carry out serious literary criticism." Other sections include Literature Window, Writers' Analyses, Literary Disquisitions, Book Review, News of Publication, Club Introduction, and Literary Shortwave.
The first editor-in-chief of this monthly publication was CCC editor Sun Qiming. Li Ruiteng took over this position with the 15th issue, with Feng Deping serving as assistant. With the 84th issue, Feng Deping stepped up as editor-in-chief, and Li Ruiteng took on a consulting role, assisting from the side. In January 2003, the KMT stopped earmarking Wenhsun's budget; Feng Deping endeavoured to found the Taiwan Literature Development Foundation to maintain magazine company's normal operations. Throughout decades of growth and change, Wenhsun presented the state of Taiwan's literary world from diverse professional perspectives and built a sturdy foundation for the accumulation of Taiwanese historic and literary material as indispensable referential documentation for researching and learning about Taiwanese literature.

《文訊》的創辦最早可追溯至1981年所舉行的「全國第三次文藝會談」──許多藝文界人士均於
該會議中建請政府部門成立文藝資料中心，故會談召集人國民黨文工會主任周應龍便於次年成立「文藝資料研究及服務中心」，並籌辦《文訊》，及至1983年7月，雜誌順利出刊。
《文訊》的宗旨乃是以服務文藝界與社會大眾為主，除了文學史料的蒐集、整理和研究，亦冀望
藉此為國內的文藝評論建立典範，有系統且完整地提供藝文與出版資訊，報導作家創作與活動。
創刊號由資深前輩作家蘇雪林、王詩琅擔綱封面人物，為「文宿專訪」專欄之受訪者；首要欄
目「專題筆談」則以「如何樹立嚴正的文藝批評」為主題，此外，還有「文學之窗」、「作家綜論」、「文藝論衡」、「書評書介」、「密密書林」、「社團介紹」、「文苑短波」等單元。
月刊首任總編輯為文工會編審孫起明，第15期起由李瑞騰接手，封德屏擔任副手；第84期開始封德屏升任總編輯，李瑞騰退居顧問角色從旁協助。2003年1月，國民黨停止編列《文訊》的相關預算，經封德屏奔走成立「臺灣文學發展基金會」，以維繫雜誌社之正常運作。歷經數十年的發展，《文訊》始終以專業多元的視角呈現台灣文壇的樣貌，並為台灣文學史料的累積奠定厚實基礎，是認識、研究台灣文學不可或缺的重要參考文獻。
