Green Tide was founded by NTU's Poetry Research Club as a comprehensive publication for club members. It was first published in 1951 under the direction of Lin Xiaofeng. It ceased publication in 1953 after irregularly scheduled releases.
In 1954, after the club was taken over by Yang Yunda, the members got together to discuss shifting the publication toward "pure new poetry," and decided to issue it as a quarterly. The magazine was re-launched in June 1954 on "Poet's Day" (the Dragon Boat Festival). The name "Green Tide" symbolizes the color of the sea waves while also describing the upsurge of youth. The publication's purport was "learning and creativity," compiling the works of poetry club members while also seeking the submissions of well-known poets of the era. The first poem in the re-launch edition, a joint effort of the editing committee titled Struggle, states, "In this season of struggle, to provide for the needs of extraordinary times," underscoring the young students' desire to respond to the pulse of society. This edition also contains works by Zhong Dingwen, Yu Guangzhong, Rong Zi, Xia Qing, Wu Yingtao, Tan Zihao, and Li Sha; Zheng Chouyu's famed poem "Mistake" was also published therein, and Yu Heng's "The Death of Poet Yang Huan" is a touching tribute to Yang Huan, who passed away earlier that year.

《青潮》最早為台灣大學詩歌研究社所創辦之綜合性同仁刊物，1951年創刊，由林曉峰主持，不定期發行，後於1953年停刊。
1954年，社團由楊允達接手，成員共同商議詩刊改走「純新詩」路線，每三月發行一次，隨即於同年6月詩人節復刊。「青潮」之命名，既象徵「青色的海潮」，同時也是「青春的熱潮」之寫照；其以「學習與創造」為宗旨，一方面網羅詩社成員的作品，同時也廣向當時詩壇名家邀稿──革新號首部曲即推出由編委集體創作的「戰鬥篇」詩作，「在此戰鬥的季節，以備非常時期時代的需要。」充分表露年輕學子亟欲呼應社會脈動的心情。此外，同期詩刊還刊載了鍾鼎文、余光中、蓉子、夏菁、吳瀛濤、覃子豪、李莎等人的作品，鄭愁予著名的詩作〈錯誤〉亦發表於此；余恒的〈書詩人楊喚之死〉，則為當年詩壇大事「詩人楊喚之死」留下紀錄。
