此雕像為民國六十九年四月四日蔣中正總統逝世五周年，由日本石井光次郎等敬獻，石井（1888－1982），出生於日本福岡縣久留米，民國二年孫中山第二次蒞臺時，其曾由基隆護衛孫中山及胡漢民、戴天仇等乘輪船安全抵神戶港，當時，他是不到三十歲的臺灣總督秘書官。二次大戰後，曾任岡田豈介內閣副總理，歷任眾議院長，日本高爾夫協會會長，日本體育協會長等。享年九十四。其回憶錄「回想八十八年」中有許多與中國、與臺灣有關的紀錄。

Ishii Mitsujiro (1888-1982) and others presented the statue to the Memorial Hall on the fifth anniversary of the death of President Chiang, April 4, 1980. Ishii Mitsujiro was born in Kurume, Fukuoka Prefecture, Japan. He had safely escorted Sun Yat-sen to the Port of Kobe, when Sun ended his second visit accompanied by Hu Hanmin and Dai Tianchou to Taiwan in 1913 and left Keelung by steamer. At that time, he was in his late twenties and served as a secretary to Governor General of Taiwan. After World War II, he had served as Deputy Prime Minister under the cabinet of Okada Keisuke, Speaker of the House of Representatives, Chairman of Japan Golf Association, and Chairman of Japan Amateur Sports Association. He died at the age of 94. His memoirs "Recollections of Eighty-eight Years" includes many records about China and Taiwan affairs.
