蔣中正總統經國先生昭示：「中華民國70年代，必將是三民主義勝利的年代，也將是中華民國重光大陸的年代」為紀念此具有重大意義的70年代之開始，特印製中華民國建國70年紀念郵票1組及小全張1種，分別於民國70年10月10日國慶日及10月25日建國70年郵票展覽會揭幕之日發行。小全張（116x168）則以郵票各1枚組成。

President Chiang Ching-kuo had declared, "The Republic of China in the 1980s will be the victorious decade for the Three Principle of the People, and it will also be the time to regain the mainland." For commemorating the significant beginning of the 1980s, a set of commemorative stamps and a souvenir sheet were issued in 1981, respectively, on October 10, the National Day of the Republic of China, and on October 25, the opening day of postage stamps exhibition in celebration of the 70th anniversary of the founding of the Republic of China. The souvenir sheet (116 x 168) consists of a set of each postage stamp.
