中華民國憲法於民國35年12月25日經國民大會3讀通過制定，由蔣中正總統代表國民政府接受，于36年1月1日明令公布，自同年12月25日開始施行，爰以12月25日為中華民國行憲紀念日。66年12月25日行憲30週年紀念日，乃以憲法首頁之圖面與35年國民政府蔣主席在國民大會接受中華民國憲法之歷史鏡頭2幅為題材，印製行憲30週年紀念郵票1組，以誌慶賀。由胡崇賢與黃炯提供照片，顏奇石繪製花邊及文字。

The Constitution of the Republic of China was created and passed three readings in the National Assembly of the Republic of China, on December 25, 1946, to become law. Chiang Kai-shek, on behalf of the National Government, accepted the Constitution, which was explicitly announced on January 1, 1947, and came into force on December 25 the same year. Therefore, the Constitution Day of the Republic of China is normally observed on December the 25th. In celebration of the 30th anniversary of the establishment of the constitution, a set of commemorative stamps was issued on December 25, 1977, and the designs used the pictures of both the title page of the constitution and the historical footage that in 1946, Chiang Kai-shek, Chairman of Nationalist Government, was receiving the constitution in the National Assembly of the Republic of China. Hu Chongxian and Huang Jiong supplied the photographs, and Yan Qishi produced decorative borders and script.
