民國50年5月20日為蔣中正總統行憲後第3任總統就職週年之日，為表崇仰，並誌慶祝起見，發行「第3任總統就職週年紀念」郵票及小全張1組，均以蔣中正總統就職玉照為中心圖案。由小全張（136x100）一種，以8角、2元票各1枚組成。

On May 20, 1961, the anniversary of the inauguration day of Chiang Kai-shek assuming the third presidency after ROC constitution came into effect, postage stamps and a souvenir sheet with the theme of "The Anniversary of the Inauguration of the third President" were issued. The designs of the stamps focused on the portrait of President Chiang in the inauguration ceremony, in order to express admiration and celebration. A souvenir sheet (136 mm by 100 mm) includes postage stamps of a NT$0.8 and a NT$2 denomination.
