民國50年10月10日由港九難胞回國慶祝國慶觀光團所贈,外盒為紅紙包裝透明蓋盒,鍍金盾牌固定在黑色木架上,上以紅藍白三色鍛帶裝飾,金盾上刻有「民族救星」,上款為「蔣中正總統賜存」,下款為「港九難胞回國慶祝國慶觀光代表團敬贈」,時序為「民國五十年十月十日」。
港九難胞是指由大陸逃難出來,散居香港、九龍、新界及調景嶺的難民。民國38年國共戰事由黃河流域蔓延至長江流域,部份人員跟隨中華民國政府遷至台灣,但其中亦有很多逃到香港。由於當年中國共產黨不敢對作為英國殖民地的香港進兵,於是很多躲避赤化的大陸人士都到了香港。最先被港英政府安置於香港島摩星嶺公民村,後因與左派學生發生流血衝突,這群老兵和家眷約7,800人被遷往調景嶺。民國39年4月中華民國政府成立「中華救助總會」(救總),就地給予長期照顧,進而創辦調景嶺中學,教育其下一代。
The Celebratory Returnee Party of Refugees Staying in Hong Kong and Kowloon presented the gilded shield plate on October 10, 1961. Its red carton has a transparent cover and the gilded shield plate is mounted on a black wood stand. The golden plate is decorated with a red-blue-white-colored satin ribbon and inscribed "The Savior of the Nation," a dedication "To President Chiang," the lower part, "Respectfully, Celebratory Returnee Party of Refugees Staying in Hong Kong and Kowloon," and the date "October 10, 1961."

Refugees staying in Hong Kong and Kowloon referred to the refugees fled from the mainland and scattered across Hong Kong, Kowloon, the New Territories and Tiu Keng Leng. In 1949, Chinese Civil War spread from the Yellow River basin to the Yangtze River basin, and some people followed the ROC government moved to Taiwan, but also many fled to Hong Kong. Because the Chinese Communist Party, at the time, did not dare to order its troops to march forward to Hong Kong, as it was a British colony, many people escaped the Communist's takeover of mainland China to Hong Kong. They were first settled in Kung Man Village, Mount Davis, Hong Kong Island, but later, veterans and their families about 7,800 people had been relocated to Tiu Keng Leng, due to bloody clashes with left-wing student groups. In April 1950, the ROC government established Free China Relief Association (now Chinese Association for Relief and Ensuing Services, CARES) to provide them with long-term care, and then founded Rennie's Mill High School to educate their children.
